FEC Approves Sweeping NYSC Reform, Introduces 11 Specialised Corps and Six-Week Orientation

The Federal Executive Council (FEC) has approved a comprehensive overhaul of the National Youth Service Corps (NYSC), introducing wide-ranging reforms aimed at transforming the 53-year-old scheme into a skills-driven and youth-empowerment programme.

The reforms, described as the first holistic review of the NYSC since its establishment in 1973, will restructure the one-year service into 11 specialised skills-based streams, extend the orientation camp to six weeks, redesign the NYSC uniform, and replace the traditional Passing Out Parade with a graduation ceremony.

The council also approved the amendment of the NYSC Act to provide immediate legal backing for the new framework.

Minister of Youth Development, Ayodele Olawande, said the reforms were developed through consultations involving the Ministries of Youth Development and Education, alongside the Office of the Special Adviser to the President on Policy Coordination.

According to him, the changes are designed to strengthen national unity, improve skills acquisition, create employment opportunities and empower Nigerian youths.

Special Adviser to the President on Policy Coordination and Head of the Central Results Delivery Coordination Unit (CRDCU), Hadiza Bala Usman, announced that the operational leadership of the NYSC will now be headed by a civilian, while the military will continue to provide security for corps members across the country.

She said the reforms are intended to reposition the NYSC as a productivity-driven institution that equips graduates with practical skills while supporting the Federal Government’s goal of building a $1 trillion economy.

Under the new structure, prospective corps members will choose one of 11 specialised streams during registration and receive career-focused training aligned with their academic backgrounds, professional interests and Nigeria’s evolving labour market.

The specialised streams include:

  • Agric Corps
  • Medical Corps
  • Education Corps
  • Tech and Digital Corps
  • Legal Corps
  • Public Service Corps
  • Infrastructure Corps
  • Green Corps
  • Enterprise Corps
  • Creative Economy Corps
  • Paramilitary and Security Corps

The orientation camp programme will now last six weeks, with greater emphasis on digital, entrepreneurial and leadership training to improve graduates’ employability.

Other major changes include the introduction of a redesigned NYSC uniform to reflect professionalism and national pride, the scrapping of parade and paramilitary drills during orientation, and the replacement of the Passing Out Parade with a graduation ceremony.

Usman also disclosed that the revised posting system will take prevailing security conditions across states into account to enhance the safety of corps members during deployment.

The Federal Government believes the reforms will bridge the gap between academic learning and workforce demands by providing graduates with practical, industry-relevant skills while modernising the NYSC for contemporary national development.
